Cannot Disable Mailboxes for users attached to a failed database

Hello Everyone,

I am experiencing an issue where I have a database that failed because of a terrible storage issue.  Sucks, I know, however that is not what I have a problem with.

I have backups of the database but I need to re-create the users mailboxes on a new database I created so they can start emailing again while I work to restore their data from the backup database.

I try 

get-mailbox -database DB02 | disable-mailbox -confirm:$false

But when I do that I get the following error:

Active Directory operation failed on ExchSvr.Domain.com. This error is not retriable. Additional information: The parameter is incorrect.

Without the mailboxes being removed from Exchange I cannot remove the database to begin the restoration.  I am uncertain where to go from here.

I am running Exchange 2013 CU15 on a server 2012R2 server.  The DC's are 2012R2 as well and all servers are in the same site.  I have tried other suggestions like running the Setup.exe /PrepareSchema since we had Exchange 2003 back in the day, that did not resolve the issues.

System Mailboxes are on their own dedicated database so this database can be completely nuked if necessary.
