Slow Mailbox Move Exchange 2007 to 2013

Hi all,

We are currently moving our Exchange 2007 mailboxes to Exchange 2013.

All the server running in VMWARE ESXi 6.0 using Cisco UCS Blade and EMC storage with SAS disks on 2 different Cluster (on same subnet, different location: Office CED and Provider Datacenter)

Here actual configuration:

On Local CED:

Exchange 2007:

1 HUB/CAS server with Windows Server 2008 (x64) SP2 ,12 GB Ram, 1 socket CPU with 4 vCore

1 Mailbox DB server with Windows Server 2008 (x64) SP2 ,32 GB Ram, 1 socket CPU with 4 vCore and 4 MB DB, every DB has Dedicated Disk + Log Disk

Exchange 2013:

2 CAS server with Windows Server 2012 R2, 8 GB Ram, 1 socket CPU with 2 vCore (1 server per site)

2 Mailbox DB server with Windows Server 2012 R2, 16 GB Ram, 1 socket CPU with 2 vCore (1 server per site) with 3 DB in DAG, every DB has Dedicated Disk + Log Disk

Both 2007 and 2013 Exchange CAS are Behind Netscaler Load Balancing Farms 1 for Exchange 2007 and one for 2013 for Outlook, SMTP, OWA and So On.

Exchange 2013 DB server has Second Network for DAG replication, all as best practice.
We configured all and now we are migrating some user mailboxes from 2007 to Exchange 2013 With Active DB in the same physical office, but this is very very very slow, we are speaking about 200MB per Hour. 1 MB with 16 GB is running from more than 48 hours and hasn't finished yet!!!

Here what I've tried:

Turned OFF Antivirus on all servers

On Exchange 2007 servers 

netsh int tcp set global rss=disabled

netsh int tcp set global autotuninglevel=disabled

netsh int tcp set global chimney=disabled

And rebooted

On Exchange 2013 Servers in order:

changed Values in MsExchangeMailboxReplication.exe.config to increment simultaneous mailbox move and changed ExportBufferSizeKB=”10240”

Disabled DB Indexing

Changed in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\MSExchange ResourceHealt the reg key MRS from 1 to 0

Created in AD Security Group"ContentSubmitters" with permissions

changed for destination DB DataMoveReplicationConstraint from SecondCopy to None

tried to place DB server on same and different hosts. the only thing that I've not tried is to set the exchange DB servers on same Lun.

Any Suggestion will be appreciated, i've 400 mailbox with around 7 GB each....
